Three things determine it: the fuel, the model year, and why you're asking.
Tested from the 1976 model year on. You skip the test at registration renewal while the car is eight model years old or newer — you pay a smog abatement fee to the DMV instead — and then it's every other year after that. A hybrid counts as a gas car, because it has a gas engine.
Tested from 1998 on, up to 14,000 lbs gross weight. The catch that surprises people: the eight-year and four-year exemptions never apply to diesel. A two-year-old diesel pickup still needs a check. We don't test heavy-duty commercial diesel.
Exempt outright. Fully electric vehicles have no tailpipe to test, and motorcycles aren't part of the program at all.
On a private-party sale the seller provides a valid certificate. It's good for 90 days, so don't get it too far ahead of the sale. Gas vehicles four model years and newer are exempt — the buyer pays a transfer fee instead. Transfers between immediate family are exempt.
You need a California inspection to register the car here, even if you're holding a current certificate from your old state. The DMV expects it within 20 days of you establishing residency.

Yes. California treats a hybrid like any other gasoline car — it has a gas engine, so it needs a check once it's more than eight model years old. Only fully electric vehicles are exempt entirely.
